German eligible players rejecting international caps

I've recently been appointed manager of Turkey and I have these two 17 year old regen beasts that I want to get in my squad ASAP. Unfortunately however, they are eligible for both Turkey and Germany so are rejecting call-ups clearly in the hope of becoming German internationals. I don't have any add-ons/customisation for the German national team so they will never play for Germany.

Is there any way I can convince them or will I just have to wait and hope they change their minds?

They'll change their mind eventually. Late 20's usually.

In this year's FM regens can be called up to the German national team... Unless this is specific to just one of my saves, although I haven't downloaded any add ons of any sort.
