Getting a work permit for a player

I notice several folk on this forum recommend Darwin Quintero as a good - relatively cheep - signing as a striker.

My problem is simple I negotiate with him he agrees then cant get a work permit - I was wondering how the game decides on the work permit, and those who have signed him for an English club how do you go about getting one for this particular player.

Unfotunately I dont have the 30 million quid to get leandro damiao - which would be nice ;)

PS Im playing as Derby County.
 
aren't there other players you can get? Niang? Fierro? Sanogo? Muniain? I'm assuming you're in the Premier League by now, so you should have a decent budget. as for work permits, i think there is a thread specifically designed for work permit queries,
