Getting new nationality

Hi there guys, im just wondering the best country to get a feeder club in so i can send players there to get an european nationality, belgium is 3 years i think but are there a country which provides a quicker option?

Belgium for French speaking players;
Spain for Spanish speaking players.

There the best two for time as they are both 3 years. I have heard that Croatia is only 2 years but they don't start in the EU, but they join later on in the game, not sure when thou...

Will Serbia be getting the same treatment as Croatia with regards to the EU? Or will we have to wait for their position to be more concrete?
