Why not i think its a great idea

the committe want it to be used for athletic after, british grand prix ect ect.

that leads to 2 problems

a running track woud have to be kept round the ground. and the grand prixs happen in mid season. so the pitch would be used. this would lead to alot of men making it ready from a athletics pitch to a football pitch. from a friday to a saturday.

so this would lead to problems for west ham. and british athletics

Would all the Chelsea, Arsenal, Spurs etc fans who actually live in London mind paying for West Ham's new stadium? If they want it, let them pay the commercial value for it.
