Staff member evolution.

Just wondering if anyone knows if staff members evolve over the years, improving in some stats, worsening in others?

I have a couple on roster that are kinda handy, and cheap, and I'd rather not palm them out the door for someone who is better, for the sake of better, if they'll get to a similar stage anyways.

EDIT: Scouts though... assuming same deal (will improve) but how/what to do so? Scout regions like crazy? Individuals? Team ahead? Trialist matches? Don't really know?
