Depends what team you wanna be. A lower division team to try and win the Champions league or a bigger team only bringing players from youth academy.
 
Better yet, build up your academy in the lower division, bring in academy prospects and build them up, so by the time you reach the Premier League, you have plenty of home-grown talent to use. That's what I'm currently doing with my Blyth save. It's difficult trying to fend off clubs from my players, but it's worth it in the end.
