Good players getting offered for 0

Is it a bug that there are always very good players offered to clubs for 0? I was very happy when it happened at 1st but now It's happening a lot so I don't know :/

i havent been offered players, but i have gone to search for players that are transfer listed and ending up getting them for 0. example buying babel for 0 and i'm man u

Same as Mamu plus Balotelli is on the transfer list for 7M. I have been the only one showing interest but he isn't interested in joining my Boro side.
