As far as I know there is no program you can download on your PSP to scout with.

In the Prem you should sign Milevskyi he shouldnt cost more than 12 million i have signed him in my Portsmouth game and West ham he in two season at portsmouth scored 67 goals and got 49 assists and on my west ham he got 20 gls in 34 games i used him as a deep lying forward with attack duty on the right with te 4-1-2-1-2 formation he is really good in the air and hardly ever misses and good player to play with him aas amf is hazard (advanced playmaker attack duty) hazard got around 40 assists on my pompey in two seasons and on west ham he got 16 assists in his first season (we just stasrted second season on west ham)
