Good Regens when in lower leagues

Im in conference but cant seem to find any decent regens coming through.
Is this because of the league im in or should you still be able to find some gems even as a conference club ?

If not then what standard do u normally need to get to as in league before u can attract decent regens ??

You will be able to find regens that will be good standard for that league
Obviously you arent going to attract any good regens at such a low league
