Having Problem with Scouting Assignment (Keep Preparing like never start scouting?)

Firstly , thanks for clicking in to check on this thread.

would hope to get some helps or enlightenment from you all.

I'm having this issue of when I assign my scouts to scout a nation or region it keep showing "preparing" and don't seem to start the assignment..

please help thanks!!!
