Help for editing

I know the basics of editing but still would need some help with what i plan to do. I want to make English football reborn by putting back all the English leagues and reputations and making all the clubs starting from scratch with their stadiums, youth and training facilities etc at very low. No prize monies and no help. I see someone made all English clubs fair but mega rich. i wandered if there was a database that made them all poor? The top 5 leagues will do. The aim would be to start England as poorest/worst nation to the best. If someone could do this database it would be great to see how the game unfolds. To build big stadiums all over again. No sugar daddies, no top players to begin with. Everthing left blank in the editor.

This would be quite a time consuming project.
You will initially need to make new national rules, to sort out the prize money stuff.
Then you'll need to go through each team setting the youth & training facilities manually

here you go mate, I havn't done the prize money though you will have to do that yourself be re-creating all the nation rules etc.
