HELP! How do i produce better youth players?

I guess the title sums it up really but...

I,m Dunfermline Ath. and sitting topmiddle of the spl.my first team is one of the best in the league and my tactics are sorted. Im now in 2016-17.

The only thing thing to really get a grip off is my youth system.

Ive done the obvious and updated youth facilities to excellent.

I have ok youth couches but the one thing i havent done is change the training (any advice on this would be appreciated).

Do the scouts make a difference in with the youth i bring in. Or is it random and relies on what i do after they arrive that really matters?

There isn't anything you can do. You're not going to get world class youths every year. You will get some decent players who might end up being a squad member or make you a bit of cash.
 
the best thing to do is to buy young players, or sign youth on pre-contracts. there's only a slim chance that geniune wonderkids will appear in your youth team so your better off stealing other teams emerging talent and training them up
 
Upgrade your youth academy. Or build a better one.

I would say get coaches with really good potential and current ability judging. Get at least 2 (second opinion) and trust them when they say youngsters have potential or not. Then your training schedule should be tailored to each player.
I usually evaluate the player's attributes and position. (I had a really talented CM who had very good FB stats so i converted him to a Full Back). Then try to eliminate any glaring holes in their game. For example if your centre back has strenght of 8 give him individual schedule that focuses on strenght training. Constantly keep an eye on them to make sure they're progressing. Give them at least 10 games with the first team (10 starts) and give them time between starts. Don't give them 10 starts in a row then, no matches. Get a player to tutor them while you're giving them some first team games, they improve rapidly. Get the best possible coaches you can get. Following this I have been able to to turn players from emerging youngsters to superstars in 4 seasons or less.

But if you're wondering why your academy gets no talented youngsters - a) it's random. b) nothing you can do
