HELP NEEDED: Agent offers and scouting

When you are offered a player by his agent, there is an option to scout him next to "make offer" and something else.

Is there a way you can change the scout that it is already set to? As mine is useless now I have been promoted and I would like to change it to a better scout.

Also if you let their contract expire there is no longer the "Compile report" option.

So can I change it?
