Help on loaning out players

I have a problem...

So I have some youngsters that I want to send out on loan, including one who needs a work permit. I go to 'offer to clubs' and then loan, and the option where it says 'target human clubs' just says "all human clubs" and I can'
t actually pick any specific clubs. Should I be able to?

Also I have a feeder club in Belgium, I am managing a PL team, so it would be perfect to send a player there who needs a work permit, but I don't know how to offer to that specific club???

If I try to offer to all clubs, no one takes up the offer, very frustrating! Please help me!

Use the move to affiliate option to move the player to a feeder club.
 
right click on a player---->squad---->move to affiliate
 
The player can still reject this loan move if they think they are significantly better than the club you are trying to send them to.

Is there anyway of choosing a club you want to loan a player to, when the club is not an affiliate?
 
No, you can only offer to all clubs, or choose specific human managers if you are playing a network game.
