HELP on transfer budget rules?

Hi Everyone,

I know it's sound stupid.. but i need a confirm answer for this..

Can anyone advise me, If i manage a team that has transfer budget ?20m, and i'm decided not to use it for this season. Will my transfer budget next season would be 20m + new transfer budget(let's say ?20m), so total i'll receive ?40m?
or actually my board will see that i have plenty money to spent then he won't throw in new transfer budget? If this is really the case, then might as well spend it every money give to u during that season? How actually the transfer budget calculated ?

I don't know how it is calculated but far as I am aware it will not be carried over for the next season. For example if you are chasing champions league places every year EG Man Utd, but you fail to even get into Europe. The board may take into consideration you wont be getting Champions League TV rights etc etc so would reduce your budget as they might not have as much money in the bank.
 
Some times I've read that if you don't spend it and leave the budget balance untouched, the board will think you don't need that many and give you a smaller transfer budget next season. Also, if you put it all to wages, the excess wages is used for investments and provide you with some extra funds. I have not made any test to confirm either.

I also think that if the board gives you 60m and you dont spend it, next year they might give you 80m
