Help with a poor team in a poor nation

Just started a season managing Ballyclare Comrades(Northern Irish division 2) because that town's down the road from me. Never managed a team that bad before, in terms of both quality of players and finance. Got promoted second season and looking like we might get promoted to the Premier Division this season. But what i wanted to ask is if anyone has any advice on how to raise my reputation and attract better footballers? I know winning things is a good start, but if i took control of the National Side and did well would that help my chances? Just any tips on managing a team that sorta level and in a nation which is also very low level(as much as it pains me to say that) would be appreciated. Thanks.
 
The best advice I could give on this at the moment is to make sure you buy players with high pace and acceleration because they will absolutely dominate in low quality leagues.
 
Also sign players with bucketloads of potential, otherwise you'll never be capable of getting superstars.
