Help with non-EU players

I'm currently in my 4th season with ManUtd and I just decided to splash out the club's cash for Cristiano Ronaldo. Yet the deal still falls through as it says Man Utd are restricted to 3 non-EU players. However, CR is Portuguese and.. Portugal is sure in EU O_O so.. is this a glitch or is there any cure to this? Ty in advance
