Help with stadium expansion?

Right so I would like to expand my stadium, I get full attendences every home league game (not cup or europe), I have asked the board several times if we can expand but they keep saying no. I get full attendence every league game, is that not enough or do I need to max out for cups and europe also? Preferebly I would like a new stadium built but theres no chance of that.

What season are you on because i think you have to consistenly get high attendences for a few seasons.
