i like to play on football manager 2012 with the lower english leagues (level 7-9) but there kits are plain how can you make sure you can have their real kits

Ask someone to make the kits or google for the leagues kits.

Put them in My Documents > Football Manager 2012 > Graphics (You'll probably have to make this) > Kits
