How can you get the lowest of the low leagues?

I am looking to get teams in leagues below the BSN/BSS but cannot find anyway of how to do it. I prefer given myself a good challenge and want to by using a low league team but cannot seem to get these league sup. is it possible to be these teams? thanks for any help

Download one of the databases that extend your game to those levels, some even going all the way down to Level 11..
