I've been trying to sign youngsters to backup players, and then offer them as loan to other clubs, but nobody wants to loan my players... Is there anything I can do to improve their popularity among other clubs? By the way, I'm managing Torquay in CCL 2...

Try get a feeder club, and then loan them out to them. Put yourself in other clubs shoes; would you want to take loan players unless they are automatic starters for you
