How do I find Data Editor?

I'm having some serious trouble people,I want Data Editor and I know where it is in Steam/SteamApps/Tools etc.But i just cant find it when i open steam although i found when on the football manager and i clicked on load quick start but why cant i find it on steam?

Computer> C Drive (or whichever is your main drive)> Program Files> Steam> SteamApps> common> football manager 2009> tools> data editor

When you get to it you should shortcut it to your desk top for convenience.
