How do I get this Regen to sign for me?!

I've found the next Xavi but he won't leave Barcelona despite me thrashing them 6-1 as Arsenal in my first season.

I've won every competition and beat the league without a single loss, Cavani racked up 98 goals across all competitions but this guy won't sign!!

He's only 15 but if I try and approach I can't even offer him anything cause he's not interested, I spoke to the press, and said i'll do everything in my power, he replied saying it'll have to be a very good offer but that's not true! He won't even speak to me in contracts.

Anything I can do? I've been given 53million transfer budget, at the start of second season atm.
 
Get FM Editor, edit Arsenal so there reputation is 10000, I did it on my Malaga save with higher rep than Barca, sign the player, and then change the reputation back once you have signed the player, by the way who is the player??
 
The next Xavi isn't going to leave for Arsenal if he's at the worlds best club and he can learn from Xavi himself whilst being there.

Beating Barca 6-1 with Arsenal? Won everything? not lost once?, Cavani 98 goals? in first season?

I smell FMRTE/Editor...just use that method again?
 
Get a higher reputation than Barca... If you're doing as well as you say, it shouldn't take long
 
Just leave him. Barcelona should develop him nicely. If you are winning everything like you say then you should be quite rich. Then when the time comes buy him for a lot of money.
