How do you build/test an international tactic?

Hi guys.

So as the title says, I'm trying to build a tactic internationally and as some know, it's a bit more difficult as you're restricted in terms of players and therefore the tactic.

I'm managing Northern Ireland and just about to play the 2036 Euros, so the players are different than a new save game. For reference, here are the best players in the team:

So, it's not too bad and have got a decent spine to the team. The main question I have regarding this, is would you just essentially pick these players in their best positions/rp;es first, and then build the tactic around that or another strategy?
 
For me it's the same at any team. Build a tactic around the best players and their strengths/weaknesses. Base your roles/duties on attributes though and not just the 'best' role.

Also how can you see potential of your national team? I am managing the Netherlands and i can't see it. And my team is also a little bit crappy except for depay and de vrij. Almost no good regens except for one but he doesnt like big matches :(

I think I got it through Reports when I was managing a club side and made a couple of additions such as fitness so I can somehow see it Internationally. I've got a few coaches and an assistant, do you have all that?
