how do you create a league?

i would like to create a cup.i would like all the teams in scootland,england,wales and northen irland in this cup but i dont really no how to do this please can someone help me.

Easy, at least I think it is. If you're using steam, then go to computer, :C drive, program x86, steam, steam apps, tools, editor. Load that up, then load the database. Once you've done that, go to competitions, and down in the right corner you'll see a button that says "add", click on that and viola. Just add the teams you want to the cup, and change the rules to your liking Not sure if all these steps are correct though I'd check but my computer is having its period again -.-

when i change the rule in england it make the hole game messed up.
