How do you create your own database or update

hi all im just wondering how you create your own database or update for football manager, because i would be interested in making one. If you have any info on this please don't hesitate to leave a comment.

you use fm editor

C:\Program Files\Steam\steamapps\common\football manager 2009\tools\data editor

if u do that then you should find the data editor

i dont have steam

so now what do i do if i dnt have steam?
