How do you get assistant managers to sign for you?

Tried getting ex Man Utd assistant Mike Phelan for my club but not interested in joining so cant offer him a deal.

Do i need to sack my assistant first,never done this so help much appreciated.

If he's not interested, he's not interested in my experience. If staff don't want to sign for you, they just won't.
