How do you increase player/staff club knowledge to full on FM 2012 editor?

Hi everyone, I'm a veteran player of Football Manager. However, every single ****** year I always struggle to find out how to increase club knowledge of players and staff. Which as all veterans of the game know is the key for coaches and scouts to give an accurate performance of their game stats in training and scout reports.

Any help anyone?

Bearing in mind that on the game itself it will show as scouting knowledge, and the countries that they're familiar with. Some coaches on the game for some reason don't have a full bar for the country they work in, for example: Richard Hawkins, a Man Utd fitness coach. Because he doesn't have a full bar for England scouting knowledge, no matter what his stats are, he never has better than 3 and a half star performance in training, whilst other coaches, with similar stats will get 4 and half stars...
