Look in the \data\skins\ section and make a copy of one of the skins you want to modify. Then you need to modify all the images in the graphics folder. Also don't forget to change the XML files where needed.
It's not easy to make a skin, but if your capable with photoshop, fireworks etc.. then you should be able to make one of your own in time.
