How many Scouts can you have

I currently have 24. can you have more scouts than this. I have heard you can. The option is there to ask for more but the request is never granted. Does anyone have more than this

I seem to recall I had up to 27 on a save once, but I didn't get them after requesting. The board just raised the limit as the club grew in stature...
