How often can I request a new feeder club?

I am 3 seasons into my current save and am sticking to a buy policy of under 20.

This means I have a lot of regens with potential and cannot play them all. I have a few feeder clubs but only one of standard that will benefit my players (Southampton)

I have made a list of other clubs I wish to make my feeder clubs but the option is ghosted out in hte "interact with board" section.

How often can I request a new feeder club?
The last requested was Southampton at the start of the season (July), it is now September.




Please note, I thought I maybe had too many feeder clubs and so terminated the link between the lesser used but that did not seem to help.

It would also be very helpful if someone knew what countries are best to send non-EU players to get EU nationality quickest in order to prioritize my feeder club requests.

Belgium and bulgaria are good for feeders for WP. After a few years croatia usually get into EU and take 2 years instead of 3. For south american players then Spain are best
