Double check you dont have wage set to monthly in preferences... I dont know how classic works but see if you can adjust the budget in the board tab as well...

It gets much more if you take care of finances. At the beginning of 4th season, I already around 2.35 M $ in wage budget, which is maxed out and 137 M $ remaining after that with United.

Sell players expensively, buy them cheaply, it adds up.
