How the **** do i get & find Data editior !!!

I run my game in Steam & i cant seem to find Data editor.

Ive looked in
Documents > Sports interactive > Fm11 > & once in there i look everywhere , there is a folder called "db" but nothing stored in there.


HELP HELP HELP !!!!!!!!!!!!!!!
