How to build a good youth setup from the scratch?

Hi everyone,
i want to start with third league team and bring them to the very top, and i was wondering how i can produce good new youth players in my club?!
i already played a save once and even came to chamions league with my team, but the new youth players were all very poor at my team (the best had just 2 stars potential in three consecutive years playing in champions league).
Now what can i do except for constantly asking the board to improve funding for junior coaching and build better youth facilities? Does the size of the town the club is coming from play a role? the one i am currently using is having less than 250k citizens.

Not sure about the rest but yes, the town does matter.

No, I don't think town matters. You need to ask your board to improve youth facilities and youth recruitment network. I started generating the occasional wonderkid at 3 star youth recruitment. It's taken me 6 seasons to improve my youth recruitment from Poor to Good.
