How to create a league on FM23

I don't seem to find anything about that nowhere, i wanted to understand if anyone know or can indicate me where and how can i make/create a league, i wanna make something like the superliga (best teams) and setup some rules. And since seem i didn't buy the game with the editor, do i need the in-game editor or something else?
