How to create a new league, with new clubs?

So basically, im creating new clubs, but how do i create a new league to put them into it?

go to comoptition and select add like you would a player or a team

do you want to add it to that nations current league system or start a new one with just your league?

the only way i can think of is add nation rules and select new country (i think) its the bottom option, and then select england and add your comp to the league section
