How to edit transfer budget?

So I'm Blackpool in 2013 and I want to give myself extra money, is there any way I can edit my transfer budget of Blackpool in my save with the editor? Or does the editor just change the databases so you have to start a new game?

Changes at the start of the game, you'll have to wait awhile till something like frmte comes
