How to find a Parent Club? (and a question about loans)

Ok, the question is simple - how to find and "make" some club a parent club? It's my first time playing LLM and I can't find that option... ****..

There's one more thing. From which league can I make player loans? I mean, from which league does club has to be, to let its players out on loan (and players to accept, of course) (im talking about English nation!)?

Yeh, done that and they didn't allow me, but I answered like "it's for the club ambitions" (something like that ) and they granted my request.

If they accepted, just wait, you will either get a few options to choose from a few weeks down the line, or more likely if they only granted your request after you complained, they will still come back and say it isnt in the clubs interest.
