How to find out who the poorest playable club in the game is?

Hi guys, is there a way I can find out who the poorest club in the game is.

Or if someone knows, that would be even better.

There are a lot of clubs with a budget of 0.

Find a club with a low reputation and zero budget, no training/youth facilities, doesn't own their stadium, part-time players etc etc.
