How to get into the Viareggio Tournament?

There is an intercontinental club youth team competition called the Viareggio Tournament (Torneo di Viareggio). How do you qualify to the tournament? I can't find it on the internet and I can't find out any patterns to which teams qualify... Or is it an invitational tournament? Is it random?

It is in mine. Perhaps it is a part of some custom database...? But I never download these out of principle. Maybe it was hidden in some other editor files I downloaded?

But if it really isn't in the original game, I understand that nobody will know (or care) how to qualify. Unless you know from real life.

EDIT: Nope, it IS in the original game. I just loaded the default database and there it is.

If you use the editor and load italian rules, advanced rules, you can edit participant clubs.
