How to Get Past the Language Barriar?

How can I make my players learn a certain language, Its really important since there is a international player limit in the country Im playing for and some players are ready to gain that nationality yet they cant because they cant even speak basic Turkish, so what can I do?

Btw: How can a player stay in a country for 6 years and not even learn the basics of the language???

Simple really, i hear that Tevez doesnt speak any english. Dont know if thats true though. Dont think theres a way around it...

A player might have a very low adaptability attribute or he could have Turkish set as a language he is unable to speak in the database.

Probably depends on the language in question and the adaptability of the player like Foss said.
I usually find if possible have somone tutor them that knows the language they speak and the one you want them to learn, sometimes helps them along for me. Could just be some crazy coincidence though.
