how to get round the Transfer budget editing error?

Basically on the Fm(12) you could have 2billion £s as a transfer budget but for some reason even when you're someone with a massive rep such as man utd it will come up with an error stating your clubs reputation is not high enough to have X amount of funds. I can only manage to put in 200million £s in.

Is there any way to remove this error from the 2013 fm editor so you can set the highest amount of transfer budget, wage and balance like on the older version?
