I can't even buy 21 year olds from other countries in EU anymore
 
You'll have to start again.. but try the SI site, i think there is a mod in the editors hideaway.
 
And which big leagues has the least stricked rules on this? I want to buy youngsters from all over the world and develop them..
 
You can still buy them. You just have to follow Work Permit rules, just like you currently do for non-EU players.

Germany is your best bet as they have no forieign player restrictions. A step down in quality, but the Eredivisie and Jupiler League don't either.

Also the non eu work permit is so tough, it's not possible to get a 19 year old at all unless he has played several games on national duty.

How's Spain? They can have 3 non EU players but they get Spanish work permit pretty fast like 2 seasons? And after that you can buy more?
 
Well, it is possible, but it depends on the points system if they don't have the caps. The rules section of the EPL gives the breakdown. If you are spending big on a player and paying big wages, then it is. But for prospects, not as much.

Spain has a maximum of 3 non-EU players, but they have an extended list of who counts. Again, see the La Liga rules page for a breakdown. South American players used to (think they still do) get their Spanish citizenship after 2 years, but that's only for those nations, not every one.

I just learnt to deal with it. Into 2022/23 season and brexit came into effect in 2019. Its really a itch with a capital B but it is a little easier if you are a big club since there is a greater chance of setting up affiliations for work permits. Not alway easy though. My Iranian LB needed 40 caps from his country before he obtained an approval.

Was a real pain at the beginning when I am anticipating some of these youth players to replace my aging stars only to receive WP issues. So instead now I will scour the player search page for any bargain signings for players 30-31 and play them for a couple of seasons while waiting for my youth players to finally obtain a WP. Makes the game a little more challenging but rather fun.
 
Brexit happened on my save but there were no changes to regulations with regards to recruiting players from within the EU. Guess in my save we got a soft brexit!

No it doesnt. Any players signed before hard brexit will remain eligible.

Not necessarily, one scenario is to force all non-EU to apply for work permits immediately. Depends on how hard your hard Brexit is.
 
They should put an option in for, Off / Soft / Hard / Random at game start
