Go to add new manager in your game and if you look at the national teams it will give you a list of all the playable U19/21 etc... national teams. Even if you don't add an actual new manager now you know what teams are available for selection. Or if you want to take control of whatever National/Club team just add an extra manager and have him retire immediately and apply for his position.
