I have a noob question about "players that grow in your team"

I am playing with Bristol Rovers, we're in Championship in 2022 and every year, new players come to the team. I have made our young training facility much better, but most of the players that comes in, are really bad ones... Now, relaxe, I am not claiming a bug, I am claiming that I must do something wrong, there's something I do not do so those players comes in and have some kind of good potential... Could someone guide me please?
