I have big wage budget but can't offer contract???

I have big problem I beginning third season with Roma and have transfer budget 28m I sold some players and earn some money and not spent anything , then I try to bring tevez he have clausule on 14m but I can offer him enough money for wage he ask 220.000 and I have use 1.450.000 and my wage budget is 1.900.000 but I can offer him more then 140.000 I put on key player but maximum is 140.000
 
Maybe your board is not willing to pay more than 140,000 on wages for one player
 
Have you got the budget slider all the way across to maximum wage? If you haven't that should give you around 180k I'm guessing and I got him on that wage.
 
give him the wage you can but with an increased signing on fee than what he asks for. give him a yearly wage rise perhaps and also goal/appearance bonus more than what he asks for.
 
I try everything but no way to accept Im turned on all possible clausules but he no accept Its true I saw in finance/salary for key player maximum is 140.000 and I have 10 players with KP status I try to reduce their number offering new contract and I success Im reduce on four key player other sign first team but limitation on 140.000 is remain Im so disappointed this was be unique chance to bring big name in Roma I have more than enough money for that but Im not success :'(
 
is it possible to ask your board to do contract negotiations? (I'm an LLM with no money, I can't sign nobody so I don't know...)
 
sadly that is down to your current club size, finances and wage structure. they are simply not willing to pay any player that much money, very little you can do about im afraid
 
offer him big match and goal bonus, you should be able to supplyment his wage that way
