when i download the game for steam the editor doesnt come with it but when i download it for the DVD editor does come with it but the update that comes with the game isnt seeming to work but with both of them the folder to save things like skins, data editor, shortlists, tactics and so on doesnt come with it at all

Yes but you said download it, how can you download something that is on a disc......:S
