I'm in a predicament ( World Cup 2022 )

Basically i'm in season 2022-2023 when the World Cup in Qatar starts and 15 players have been called up. I have no back up options in the U23's or U18's that are good enough to keep a title charge going, what should I do? I mean my only two options are to let them go or remove them all and see if it makes them unhappy.

Since the news came up about the World Cup I haven't progressed, not sure what to do.... HELP
