Immediate transfer going to take 1 year and 1 month?

(edit: I picked up this game through Steam and so it autoupdates I think.)

Did some searching of transfer threads, couldn't find this covered so here goes:

Playing Colwyn Bay(Welsh club).
Finally made to English Premier league.
Needed to pick up some young talent.
Game date is July 2017.
Signed 16 year old Mexican player who plays in Mexican U20 squad only. Played for Real Salt Lake last year. No club right now though.
Signed player on Free Transfer with immediate transfer indicated.
Transfer was delayed then approved on appeal, but when approved it's for August 2018.

Is that a normal rule or a bug?

He has to be 18 to move to Europe. General rule with South American, Central and North American nationalities.
