Has anyone experienced this or know the problem/solutions?

Maybe try reinstalling your graphics card or revert the drivers to an older version. Also update Directx. Run the game in admin mode, disable 'Desktop Compisition' + 'Desktop Visual Themes'? Maybe this will help.
